Communities across the country face preemption by their own state and federal governments as they fight to protect themselves from environmental harms, religious persecution, gender and sexual orientation discrimination, and economic exploitation. Communities adopt laws to advance rights and protect their health, safety, and welfare, through their local representatives or through citizen initiative.
